The 1980's

"INTENTIONS:
Does that [Title IX] cover an entire university or merely a program within it?"
- The Washington Post, August 12, 1983

Arguments followed  by Tolerance

As a result of the  "Grove City vs. Bell" Supreme Court case, arguments developed over what Congress intended Title IX to cover. Opponents were jubilant while proponents were concerned. The passage of the 1988 Civil Rights Restoration Act reinstated a broader interpretation of Title IX and signaled tolerance for the law.
